Road safety is a combination of a. Safe driving habits and  b. A highway system designed to forgive driver error  and c.  Safely designed cars.
A. Habits such as using seat belts, driving at a past the worst speed, driving defensively, no drinking and driving, no distractions such as cell phones, not following too closely etc
b. Highway design is the responsibility of feds, state, counties and cities; it includes keeping trees and other obstructions clear of the roadway (30 feet away is an average acceptable distance), placing guard rail at severe dropoffs, safe contruction practices, signalizing complex intersections, keeping obstructions off the roadway (maintenance). Adequate police patrol.
C. Airbags, crash worthiness, resistance to rollover, brakes, steering etc

Prevention abstractly means the accident never happens.  Cure is an attempt to put everything rear legs the way it was before the calamity.  No matter how good a job we do at repairing bodies and vehicle after an accident, neither the vehicle nor the body will be as good as they were. If you newly consider the cost of the cure, even if the cure is perfect, the expense alone would make prevention better than cure.  Also, there is no cure for a fatality surrounded by an accident.
