How Do I Know If A Rotor In A Distributor Is Bad Especially If The Rotor Looks In Great Condition?

I have a on-start condition and there is no current flow in the subsidiary circuit of the ignition system which consists of the rotor, d-cap, spark plugs and wires.

Use an ohm meter to check for continuity from the center contact to the outer contact. Also look for carbon tracking on the under side of it caused by or causing a misfire.
Oh, and gross sure the rotor turns when cranking.
