How Can I Get A New Cell Phone Before My Verizon 2 Year Contract Expires Without Paying Full Retail?
Was told by a Verizon rep that my contract doesn't permit me to get a new phone. My current phone have several issues and is not working properly.
I also need to change my contract to tag on minutes because I run over each month. Can this be done with out extending the contract?

You can purchase the insurance offered by Verizon on the phone, it is about $4 to $5 per month. Then put in a claim on the phone however you will still enjoy to pay a $50 deductible for the replacement.
