Well I believe such a segregation plan has not struck a chord in our policy makers and leaders heart however. However, it is very unclear why such segregation should be sanctioned in the first place. If your intent is to if truth be told make safe zones for animals where on earth they can live peacefully without the undue interference of humans and to preserve their habitat then there are several organization working for exactly that cause, like Greenpeace and others.
