I would try and find a picture of what kind of haircut you want or just show her lately how much you want to cut off.

Showing your mom a picture is good, you can also have her come beside you for the appointment so she can see that there will be no surprizes when you come home. Just talk to her and show her youe excitement for this new cut, conceivably that will show her that you are ready for a change and it doesn't mean you are "chopping" your down off.
