I have been renting my apartment for close to a month and have all the same to receive a mailbox key. I have important documents anyone delivered and am very frustrated at the amount of time it is taking for me to gain access to my mail.

The innkeeper has to issue the mail box keys at the time of occupation of property by the tenant. In certainty it must be given straight away along with the keys to the property. There is no reason why he should hold them with him. So legally its incorrect to keep the key with yourself once you have rented the property.
If it continues, you can go to your post bureau and put a stop on your mail. This is a pain, but you can retrieve your mail at the post bureau. If you know what time your mail comes to your appt, you can also wait for the mailman, and explain to him the issue your having getting your mailbox knob.
