No you don't have to buy new runner if it wasn't new when you moved in.You can clean it of late like they did when you move out.Don't let them tell you any difference
Comment: I don't believe they can cause you pay for it, when you first move in you have to make available them a security deposit which is supposed to pay for damages, plus cleaning up the apt, and sometimes replacing carpet.
Where i live i enjoy seen most apts after a tenant moves out they put in new runner.
Also might depend on condition of the carpet, when you first move in I had to sign a rag and do a walk through my apt checking off anything that was dilapidated to protect me and the owner.
