No, NGOs such as Mercenary organizations are not regulated under existing international law more than anyone else is. NGOs must follow the law of the country that organization is based in. Depending on where on earth they operate, other countries may try to enforce laws upon them too.

A good example of what I'm talking around is the Blackwater mercenaries that were convicted in the US for crimes committed in Iraq.
