Am I Able To Withhold My Rent From My Landlord If He Doesn't Fix My Toilet?
My toilet has been leaking and we enjoy notified him on several occasions and yet have done nothing. I would like to withhold my rent until he fixes this issue.

You can't withhold rent legally as you enjoy to pay your rent. The reason is that such things are not mentioned surrounded by the agreement that if the landlord delays in fixing things afterwards you can withhold rent.
But it is responsibility of the landlord to fix things. You can withhold rent to put pressure on him.
