I want to get my father off my birth certificate, would it serve if he signs in and wants off of it too?

If your father have been proven to be your legitimate father, either by DNA or negotiation then probably not. Unless your father is a locally well known human being who has done terrible things (mass murder, serial killer, serial rapist) and you can show that his pet name on your birth certificate negatively impacts you.
