Phlox are fairly hardy so its hard to accidently kill them by dividing. Are you discussion about "carpet" phlox or the upright variety? The low growing runner phlox divide well, just dig up what you want to separate using a garden spade or cut out a sector using a sharp knife and then dig out beside spade, you should only have to go a few inches thoughtful. The upright variety can be divided by isolating the root system and cutting a small off-shoot near a very sharp knife, plant imediately and water, (mornings or evening is better) and it should grow only just fine.
