I am a vegetarian and my answer is yes. The whole point of not eating meat is to not consume any meat products or anything made next to an animal product. Getting meat goo on my veggie burger is gross. I might as well eat meat.
I think it depends on the lacto-vegetarian but I would say yes. To a vegetarian, even the meat juices that could soak into the veggie burger would be gross to them.
