No, only the government can do that.
If they filed a lawsuit against him and won, yes they can. For example if he didn't show up, they won automatically.


This may differ from state to state, but seem to me 25% is the max for all garansheements. With that in mind, if he happens to owe child support to another, it would probably be better to hold a voluntary garnish for CS which would likely eat up the 25% departure other creditors out in the cold.
