I am reading this book and one of the main characters says that statement, but it doesn't really explain what it means.


Answer:
One of the elements of a democracy is deputation pluralism or the existence of multiple political parties.  What the author is trying to say is that without the primary political parties being able to conquer all economic classes anywhere in the US, Democracy within the United States would never have been able to work.  

Consider a nation near only one party.  There's no choice, no competition.  Elections don't mean anything, whereas within a democracy, the governed have a choice and can support and vote for the party they believe have their best interests at heart.
