Frampton is supposed to avoid all excitement etc, but finds himself being not only terrifed but have to run at top speed to escape from the 'ghosts' which Vera has pretended haunt the house. It also provides a reason why he is nearby at all - his sister gave him letters of introduction to her friends, so he would own some nice company and not make his nerves worse through solitude. Finally, I think Saki also uses it to give us more distance from Frampton - he keep talking about his illness, which make him seem a bit of a bore, so the reader probalby finds it quite funny when Vera plays tricks on him.
