My cat has blood in her urine, and she is peeing frequently. Is there anything I could do to relieve her? I don't have money for the vet. Could this kill her?

Long term an untreated urinary tract infection can ascend to the kidneys.  Kidney infection (pyelonephritis) is a serious disease that can effect kidneys to fail--this is fatal.  If the blood is secondary to bladder stones a stone could become lodged in her urethra (the exit to the bladder) though this is unbelievably uncommon in female cats.
It would be best to own her examined by a veterinarian and at least have a urinalysis run.  Contact your local animal shelter--some run low cost or income based clinics.  Also some veterinary clinics except gift plans.
Especially if your cat stops eating, drinking, become very lethargic, or stops urinating she requirements to be seen immediately.
