Can A Baby Turtle Live Outside?

I just brought a baby turtle last Saturday at the Italian Market the turtle haves red or red line right below the eyes. I do not know what type of turtles it is.I have the turtle in a square container it hold stones and rocks in the container when I purchase it. He is very active contained by the container but when I put the turtle on the floor he does not walk.I was told too feed the turtle every other sunshine and too also change the water every other day.He is a nice size. this is the second turtle I have purchase the second turtle was much smaller. the owner also gave me some food for them too eat it be a bag of shrimps for turtles too eat.what should I do too take fitting care of them,and should i let my pet on the floor please give me some feedback.
